Compliance
Mezzanine floors and UK Building Regulations
A mezzanine is a new floor in a building, so it is judged against the same Approved Documents as any other structure. This is what building control will expect to see — and what we provide as standard.
The Approved Documents that apply
Approved Document A
Structure
The deck, columns, connections and the slab beneath must all be shown to carry the imposed loads with adequate safety. Every project leaves our office with stamped structural calculations covering the mezzanine and the base plate bearing pressures on your existing floor.
Approved Document B
Fire safety
Sets travel distances, escape route provision, alarm and detection, and when the structure must achieve 60 minutes' fire resistance. It also governs protected staircases and compartmentation where a deck is enclosed.
Approved Document K
Protection from falling
Guarding height (1,100mm at industrial edges), kickplates, staircase rise and going, headroom and handrails all come from Part K. Pallet gates must be designed so a person is never exposed to an open edge.
Approved Document M
Access & use
Reasonable access for disabled people, covering stair design, door widths, WC provision and, in many public or larger workplace situations, a passenger lift to the upper level.
Approved Documents F & L
Ventilation & energy
Where a mezzanine creates occupied office or retail space, fresh air rates, lighting efficacy and thermal elements come into scope alongside the structural and fire requirements.
Standards and certification we work to
- BS EN 1090-1 — structural steelwork with Factory Production Control and UKCA marking
- BS EN 1993 (Eurocode 3) — steel design, with BS EN 1991 for imposed loading
- SCI and BRE guidance on fire protection of steel and raised storage areas
- CDM Regulations 2015 — we act as principal contractor on most installations
- BS 5266 emergency lighting and BS 5839 fire detection where the deck is occupied
- Load notices, O&M manual and test certificates issued at handover
How approval actually runs
- 1
Site survey
Slab assessment, measured dimensions, access review and a walk-through of how the space will be used.
- 2
Design & calculations
General arrangement drawings, structural calculations and an outline fire strategy.
- 3
Building control submission
Full plans or building notice to your chosen local authority or approved inspector, including the fire strategy.
- 4
Fabrication
Steel produced under BS EN 1090-1 factory production control and UKCA marked.
- 5
Installation
CSCS-carded teams working to a project-specific RAMS, phased around your operation.
- 6
Sign-off & handover
Building control final inspection, completion certificate, load notices and O&M documentation.
Compliance questions we're asked most
- Does a mezzanine floor need Building Regulations approval?
- Almost always. Inserting a new floor is building work, so it must satisfy the Building Regulations and be approved either by local authority building control or an approved inspector. The rare exception is a small, unoccupied storage platform that qualifies as an exempt raised storage area.
- When does a mezzanine need fire protection?
- Under Approved Document B, a single-tier mezzanine used only by staff can often go unprotected where it covers less than half the floor area of the space, travel distance to a final exit is short and the deck is visually open. Once it is occupied as offices or retail, exceeds those limits, or forms part of a multi-tier structure, one-hour protection to the structure is normally required.
- What is BS EN 1090 and why does it matter?
- BS EN 1090-1 is the standard governing the manufacture of structural steelwork. Fabricators must hold Factory Production Control certification and apply UKCA marking to the finished structure. Ask any supplier for their certificate — a mezzanine without it is difficult to sign off and difficult to insure.
- What handrail height do the regulations require?
- Approved Document K calls for guarding to industrial edges at 1,100mm, with a mid-rail and a 100mm kickplate to stop items falling. Staircase handrails, going and rise dimensions are also set out in Part K, with stricter geometry where the public have access.
- Who arranges building control approval?
- We do it as part of the package: structural calculations, general arrangement drawings, the fire strategy and the submission itself, plus attendance at inspections through to sign-off.
This guide is general information about the Building Regulations for England and Wales; Scotland operates a separate building warrant system. It is not a substitute for project-specific advice from your building control body.
Need a compliant design you can submit?
We produce the drawings, structural calculations and fire strategy your building control body needs, and attend inspections through to sign-off.
